The Ministry of Economy published the Notice listing the names of the holders and numbers of the Manufacturing, Maquiladora and Export Services Industry Programs that have been canceled, in accordance with the provisions of the IMMEX Decree.
What did the Ministry of Economy announce?
The Ministry of Economy stated that IMMEX Program holders are required to electronically submit their annual report regarding total sales and exports for the immediately preceding fiscal year, no later than the last business day of May of the corresponding year.
Likewise, pursuant to the IMMEX Decree, the Ministry annually verifies that companies with an IMMEX Program comply, among other requirements, with the following: valid e.signature, active Federal Taxpayer Registry, registered and active tax address and operational addresses before the RFC, confirmation that they are not included in certain SAT lists, and a positive tax compliance opinion.
According to the Notice, the IMMEX Programs of companies that, as of the last business day of August 2026, had not submitted the annual report corresponding to 2025 or had not complied with the applicable requirements were definitively canceled as of September 1, 2026.

Conclusions
The Notice confirms the importance of maintaining preventive control over the formal and tax obligations related to IMMEX Programs. The filing of the annual report and compliance with the requirements set forth in Article 11, section III of the IMMEX Decree should not be reviewed only at the deadline, but periodically throughout the year.
For IMMEX Programs canceled due to failure to file the annual report or due to non-compliance with the requirements set forth in Article 11, section III of the IMMEX Decree, no express five-year restriction is identified for requesting a new program. Such limitation applies to specific cancellation grounds provided under Article 27 of the IMMEX Decree. However, before submitting a new application, the company must regularize the cause that gave rise to the cancellation and address the treatment of the goods temporarily imported under the canceled program.
