In recent days officials of the Tax Administration System (SAT) have informed in different forums, that as of July 29, 2018, the downloading of XML files either directly from the SAT Portal or through another web service, will be limited to two downloads per Fiscal Number (Folio Fiscal)or UUID; that is, if a taxpayer tries to download more than two times the XML corresponding to the same UUID through the SAT Portal or a web service, the system will not allow it.

The authorities’ recommendation is that in the case of the issued XML files, is to safekeeping the XMLs generated by the Authorized Provider for the Certification (PAC) and, in the case of XML files received from suppliers, request and keep them safe. Only use the XML download services in special cases, taking care not to exceed the 2 allowed downloads.
The SAT developed a tool for the reconciliation of folios, called "Metadata Download ", which consists of downloading, in a .txt file, the following information obtained from the XML:

•Uuid
•RfcEmisor
•NombreEmisor
•RfcReceptor
•NombreReceptor
•RfcPac
•FechaEmision
•FechaCertificacionSat
•Monto
•EfectoComprobante
•Estatus
•FechaCancelacion

However, this tool does not solve the issue of the limitation for XML file downloads.

With this we reiterate that taxpayers have the responsibility of protecting the XML files, both issued and received.

Not having an XML to support an operation, would result on a non-deductible and make indirect taxes not creditable.
