Biography

León Salinas is Tax Director at JA Del Río’s Monterrey office. He focuses on international and transactional tax, advising multinational groups on income tax, VAT, Mexico’s Federal Fiscal Code, tax treaties, and BEPS/BEPS 2.0. 

He has led and managed tax consulting projects for foreign parent companies and their Mexican subsidiaries, covering cross-border withholding analyses, application of the Multilateral Instrument (MLI), Low-tax jurisdictions analyses, Permanent Establishment, among other international taxation topics. Likewise, León has led projects involving annual reviews, and periodic tax computations, as well as transaction due diligence. 

He also oversaw tax compliance for multiple entities across various sectors, such as financial, pharmaceutical and services. Furthermore, he has collaborated with international professional services firms, including two Big Four, with assignments in U.S.

León holds a Master’s in Taxation from Universidad Panamericana (concentration in International Tax) and a B.A. in Public Accounting from the Instituto Politécnico Nacional.
