In the last week, the National Government, as well as the mayoralties, control, and surveillance entities, have issued the following norms and rules in order to support and mitigate the effects that are arising due to the health and economic emergency on behalf of COVID-19.

Tax Issues

1. A new extension is made to the term to pay the property tax in Bogota, remaining as a maxim date with a discount until August 14th and without discount until September 11th.

2. Through Decree 682 of May 21st, the National Government established special exemptions on VAT (3 days without VAT) and VAT’s exclusion on the lease of commercial premises.

The VAT exemption will apply on June 19th, July 3rd, and July 19th of 2020, and it will devolve upon goods such as (I) Clothing and accessories, (II) Household appliances, (III) Sports equipment, (IV) toys and games, (V) school supplies, and (VI) supply goods for the agricultural sector.

In regards to the exclusion of leases from commercial premises, it will apply until July 31st of the current year.

Labor Issues

1. To expand the spectrum of the beneficiaries with the aid “PAEF” - for its acronym in Spanish - Formal Employment Support Program, the National Government issued the last May 19th the Decree 677.

2. For its part, the UGPP - “for its acronym in Spanish” – issued the External Circular 00001 of May 20th of 2020, through which established the form that must be filled by all those who wish to apply for “PAEF” - “for its acronym in Spanish.”
