On August 21, 2026, the Ministry of Economy announced the key dates for the implementation of the Prior Import Permit applicable to certain sugar-sector goods and food preparations, in accordance with the Agreement amending the Agreement through which the Ministry of Economy issues rules and general criteria on foreign trade matters, published in the Official Gazette of the Federation on May 28, 2026.

Key Dates

August 21, 2026

Importers may begin the process before the National Metrology Center (CENAM) to obtain the Attestation Report or Compliance Report, as applicable.

August 31, 2026

The corresponding section will be enabled in the Single Window for Foreign Trade Procedures (VUTCE) to submit applications for the Prior Import Permit.

September 28, 2026

As of this date, importers will be required to hold a Prior Import Permit in order to complete customs clearance for goods subject to this regulation.

What should importers consider?

Companies importing goods subject to this regulation should take into account the necessary lead times to:

• Obtain the Attestation Report or Compliance Report before CENAM.
• Subsequently submit the Prior Import Permit application before the Ministry of Economy.
• Obtain the corresponding authorization before September 28, 2026, the date on which the permit will become mandatory for customs clearance purposes.

Recommendation

We recommend reviewing in a timely manner whether the tariff classifications of the goods being imported are subject to this regulation, as well as initiating the corresponding procedures before CENAM and the Ministry of Economy in advance, in order to avoid delays or disruptions to import operations once the requirement becomes effective.
