On November 24, 2025, the Ministry of Labor and Social Welfare (STPS) published the Inspection Protocol on Subcontracting, which aims to establish the procedures for labor subcontracting inspections and to standardize the criteria and guidelines governing the actions of federal labor inspectors in this area.
The Protocol also provides employers with guidance on the elements subject to review during REPSE inspections, the indicators that inspectors will use to assess compliance, and the acceptance criteria to substantiate adherence to applicable labor regulations.

These inspections may include on-site walkthroughs of the facilities as well as interviews and interrogations of employees and employer representatives conducted by the inspectors.
Following the review and analysis of all supporting evidence, the inspector will conclude the inspection procedure. In cases of non-compliance, the authority may initiate the process to cancel the company's REPSE registration.
