Reduction of the workweek: the bill will be submitted before the end of 2025, while the vote is deferred to 2026, president Claudia Sheinbaum announces

During the press conference held on November 24, President Claudia Sheinbaum confirmed that the proposed reform to reduce the statutory workweek will be submitted before the end of 2025. However, its vote will be deferred to 2026, during the next regular legislative session, as the government aims to achieve consensus between the business sector and labor representatives.

According to subject-matter experts, the reform could be implemented in five phased stages, following the timeline below:

  • 2026: 46 hours per week
  • 2027: 44 hours per week
  • 2028: 42 hours per week
  • 2029: 41 hours per week
  • 2030: 40 hours per week (final target)

This reform would present several challenges for companies, particularly under the following two scenarios:

  1. Increasing headcount: This would require additional hiring, training, and higher social security contributions.
  2. Maintaining current headcount: This would likely increase overtime costs and payroll taxes.

Given the anticipated reform, and pending publication of the legislative proposal, companies are strongly encouraged to begin preparing to ensure a smooth transition. Recommended actions include:

  • Readiness and risk assessment.
  • Operational analysis of directly impacted functions.
  • Adjustments to roles, shifts, and staffing levels.
  • Updating employment contracts and internal policies.
  • System updates for payroll, compensation, and tax calculations.
  • Change-management and communication plans to inform personnel and monitor adoption.

Finally, both experts and government authorities expect that the reduction in working hours will lead to greater productivity, reduced burnout, and improved employee engagement. The reform also presents an opportunity to transform organizational culture and strengthen healthier work environments.
