Benefits for companies in the textile and clothing sector in Colombia

On March 16, 2022, Decision 109 of the Administrative Commission of the Mexico-Colombia Treaty was published in the Official Federal Gazette, allowing a temporary waiver for the use of materials produced or obtained outside of Mexico or Colombia for the manufacturing of textiles and clothing.

On February 11, 2022, the treaty’s Administrative Commission issued a resolution considering the analysis carried out by the Committee for Regional Inputs Integration (CIRI in Spanish,) where it determined that there is an inability of the producer to dispose of certain materials in the manufacturing of textile goods and clothing per the treaty’s requirements.

Due to the above, the Economy Secretariat published the requirements that Colombian producers who wish to use this waiver would have to meet so that certain textile and clothing goods can receive a preferential tariff treatment on exports to Mexico.

Colombian producers may use synthetic threads from any origin classified in Colombian tariff items 54.02.33.00.00, 54.02.45.00.00, and 54.02.44.00.10 in the manufacturing of the following finished products:

2. Tailored suits, ensembles, jackets, dresses, skirts, skorts, trousers, overalls, briefs, and shorts (except swimwear), knitted, for women or girls.

3. Knitted shirts for men or boys.

4. Knitted shirts, blouses, and t-shirts, for women and girls.

5. Knitted ensembles, underskirts, panties (including those that do not reach the waist), nightgowns, pajamas, negligees, bathrobes, robes, and similar articles, for women and girls.

6. Knitted outwear for training or sports (tracksuits), jumpsuits (overalls), ski suits, and knitted swimwear.

7. Brassieres (bodices), girdles, corsets, suspenders, garters, and similar articles, and parts thereof, whether knitted or not.
