In order to keep informed about goods subject to the automatic export notice requirement imposed by the Ministry of Economy, we hereby share the following update concerning the Agreement establishing the obligation to submit an automatic export notice for certain goods, dated June 3, 2025—information of particular relevance to companies involved in the exportation of the goods listed in said Agreement:

Background:

On June 3, 2025, the Agreement establishing the obligation to submit an automatic export notice for certain goods was issued. This agreement included goods classified under 30 tariff items and was scheduled to enter into force on June 4, 2025.

However, through Official Communication No. 516.2025.185, also dated June 3, 2025, the Ministry of Economy deemed it necessary to postpone the entry into force of the referenced Agreement to July 7, 2025.

Subsequently, on June 20, 2025, the Ministry of Economy issued Official Communication No. 516.2025.2089, through which it communicated a new extension until August 11, 2025, for the enforcement of the automatic export notice requirement. Additionally, it excluded goods classified under 25 of the original 30 tariff items, leaving only 5 tariff items still subject to the requirement:

8414.80.99 Pumps and compressors
8503.00.99 Parts for electric motors and generating sets
8504.23.01 Power transformers exceeding 10,000 kVA
8544.70.01 Optical fiber cables

 

Current Context:

On July 15, 2025, the National Foreign Trade Information Service (SNICE) of the Ministry of Economy issued Bulletin B.SNICE 005 / 2025, announcing that a draft version of the “Agreement repealing the one establishing the obligation to submit an automatic export notice for certain goods” will be published on the portal of the National Commission for Regulatory Improvement (CONAMER), and subsequently in the Official Gazette of the Federation.

Accordingly, it will no longer be necessary to request the automatic export notice for goods classified under tariff items 8411.12.01, 8414.80.99, 8503.00.99, 8504.23.01, and 8544.70.01 of the General Import and Export Tariff Law (LIGIE). These notices were initially required to be submitted to the Ministry of Economy as of July 28, 2025, pending official publication in the Official Gazette
