SST Licensing in Colombia: What’s New in the 2025 Digital Framework

1. Issuance, renewal, and modification of Occupational Health and Safety (OHS) licenses.

The Ministry of Health, through Resolution 908 of May 15, 2025, establishes the regulatory framework that governs the requirements, procedures, and conditions for the issuance, renewal, and modification of Occupational Health and Safety (OHS)- as its acronym in Spanish – SST, licenses for both individuals and legal entities that provide OHS services.

Some of the compliance obligations:

For Individuals:

i. Valid academic qualifications: Hold a technical, technological, professional, or postgraduate degree in OHS, issued by a higher education institution recognized by the Ministry of Education.

ii. Mandatory digital process: You can apply for the issuance, renewal, or change of license exclusively through the Ministry of Education's web application.

iii. Data update: Register or update personal information on the Social Security portal.

iv. Timely renewal: Submit the renewal application up to three (3) months before or after the license expires.

For Legal Entities:

i. License per location: Request a license for each physical location in different jurisdictions.

ii. Digital Management: File and manage all procedures through the web application, including administrative resources.

Dates and Deadlines: License validity is 10 years, renewable for the same period.   

High-impact provisions 

i. Centralize all procedures (issuance, renewal, and license changes) on a digital platform.

ii. OSH licenses are valid throughout the national territory; however, if a legal entity has locations in different jurisdictions, it must process a license for each location.

iii. All license information will be integrated into the Integrated Social Protection Information System (SISPRO).

iv. Faculty members of OSH academic programs do not require a teaching license.

Repeals and modifications: Resolution 754 of 2021 is repealed, but remains in effect until September 15, 2025, for already filed procedures.
